देहरादून, 3 फरबरी (उही)।उत्तराखंड मेें भ्रष्टाचार नियंत्रण व पारदर्शिता पर कितने ही बडे़-बड़े दावे किये जा रहे हों लेकिन हकीकत में इसके लिये बने कानूनों का जन प्रतिनिधि ही पालन नहीं कर रहे हैं। उत्तराखंड के 71 विधायकों में से मुख्यमंत्री सहित 44 विधायकांे ने अपनी सम्पत्ति विवरण ही विधानसभा को देना जरूरी नहीं समझा। जबकि नियमानुसार प्रत्येक सदस्य को हर साल अपनी सम्पत्ति का ब्यौरा विधानसभा को देना होता है।
उ0प्र0 मंत्री तथा विधायक (आस्तियों तथा दायित्वों का प्रकाशन) अधिनियम 1975 की धारा 3 के अनुसार मंत्रियों तथा विधायकों का नियुक्त या निर्वाचित होने के तीन माह के अन्दर विधान सभा सचिव को अपनी सम्पत्ति दायित्वों का विवरण देने का कर्तव्य है। इसके बाद धारा 4 के अनुसार हर वर्ष 30 जून तक पूर्व वर्ष की सम्पत्ति प्राप्ति व खर्च व दायित्वों का विवरण देना होता है। जिसे गजट में आम जनता की सूचना के लिये प्रकाशित किया जाना आवश्यक है। उत्तराखंड गठन से ही बड़ी संख्या में विधायक व मंत्री इस कानून का पालन नहीं कर रहे है। जबकि पारदर्शिता तथा भ्रष्टाचार नियंत्रण के लिये ऐसा किया जाना जनहित में आवश्यक है। लेकिन उत्तराखण्ड में मुख्यमंत्री समेत मंत्री और विधायक इस नियम का पालन करना जरूरीह नहीं समझते हैं।
काशीपुर निवासी सूचना अधिकार कार्यकर्ता नदीम उद्दीन ने विधानसभा के लोक सूचना अधिकारी सेे उपलब्ध सूचना के अनुसार इस बार विधायक बनने के बाद कोई भी सम्पत्ति विवरण न देने वाले विधायकों की सूची में 44 विधायकों के नाम शामिल है। इसमें 7 मंत्रियों तथा नेता प्रतिपक्ष का नाम भी शामिल है। सूची में मुख्यमंत्री पुष्कर सिंह धामी तथा मंत्री सुबोध उनियाल, अरविन्द पाण्डे, रेखा आर्य, बंशीधर भगत, यतीश्वरानन्द व विशन सिंह चुफाल के नाम शामिल है। इसके अतिरिक्त नेता प्रतिपक्ष प्रीतम सिंह का नाम भी इस सूची में शामिल है।
नदीम को उपलब्ध सूचना के अनुसार जिन विधायकों ने अपने पूरे कार्यकाल में विधानसभा सचिव को नियमानुसार अपना सम्पत्ति व दायित्वों का विवरण नहीं दिया हैै उनमें मंत्रियों के अतिरिक्त प्रीतम सिंह, त्रिवेन्द्र सिंह रावत, राजकुमार, सुरेन्द्र सिंह नेगी, मनोज रावत, विनोद कण्डारी, विजय सिंह पंवार, मुन्ना सिंह चौैहान, सहदेव सिंह पुुण्डीर हरबंस कपूर, आदेश चौैहान, सुरेश राठौैर, ममता राकेश, देशराज कर्णवाल, फुरकान अहमद, प्रदीप बत्रा, कुंवर प्रणव सिंह चैम्पियन, कॉजी मौ0 निजामुद्दीन, संजय गुप्ता, ऋतु खण्डूडी भूषण, दलीप सिंह रावत, हरीश सिंह, मीना गंगोला, महेश सिंह नेेगी, करन माहरा, गोविन्द सिंह कंुजवाल, राम सिंह कैैड़ा, दीवान सिंह बिष्ट, आदेश सिंह चौैहान, राजकुमार ठुकराल, राजेश शुक्ला, सौैरभ बहुगुणा, प्रेम सिंह, मुन्नी देवी शाह, चन्द्र पंत, महेश सिंह जीना, जी0आई0 जी मैन विधायक शामिल है।
इसके अतिरिक्त 20 विधायक ऐसे भी है जिन्होंने अपना सम्पत्ति दायित्वों का प्रथम अनुसूची का विवरण तो दिया हैै लेकिन द्वितीय अनुसूची का सम्पत्ति अर्जन तथा व्ययन का वार्षिक विवरण नहीं दिया है। इन विधायकों में प्रेमचन्द्र अग्रवाल, केदार सिंह रावत, गणेश जोशी, बलवंत सिंह भौर्याल, सतपाल महाराज, विनोद चमोली, हरभजन सिंह चीमा, खजान दास, धन सिंह रावत, चन्दन राम दास, भरत सिंह चौैधरी, मदन कौशिक, महेन्द्र भट्ट, पूरन सिंह फर्त्याल, कैलाश चन्द्र गहतोड़ी, यशपाल आर्य, प्रीतम सिंह पंवार, रघुनाथ सिंह चौैहान, संजीव आर्य, हरक सिंह रावत शामिल है।
