मुख्यमंत्री पुष्कर सिंह धामी शुक्रवार को देर सांय जीएमएस रोड स्थित वेडिंग प्वाईंट में आयोजित राइजिंग उत्तराखण्ड कार्यक्रम में शामिल हुए। मुख्यमंत्री ने गायक जुबिन नौटियाल को सम्मानित करते हुए उन्हें पूरे उत्तराखण्ड की शान बताया। मुख्यमंत्री ने इस अवसर पर जुबिन के साथ बेडू पाको बारामास लोक गीत भी गाया।
इस अवसर पर आयोजित संवाद कार्यक्रम में मुख्यमंत्री ने कहा कि वे प्राण प्रण से प्रदेश की जनता की भलाई तथा प्रदेश के समग्र विकास के लिये कार्य कर रहे हैं। मुख्य सेवक के रूप में अपने दायित्वों का निर्वहन करते हुए राज्य हित में उनके द्वारा 400 से अधिक घोषणाये की हैं तथा उनके क्रियान्वयन से सम्बन्धित शासनादेश एवं आवश्यक धनराशि भी जारी की गई है।
मुख्यमंत्री ने कहा कि राज्य स्थापना के दो दशक के बाद अब उत्तराखण्ड युवा राज्य बन चुका है। पिछले दो दशकों में राज्य के विकास के लिये सतत् प्रयत्न किये गये हैं, जिनका असर धरातल पर दिखाई भी दे रहा है। इन दशकों में राज्य के विकास का आधारभूत ढ़ांचा बनाने के लिये भी कई पहलुओं पर प्रयोग हुए हैं। प्रदेश के सर्वागीण विकास के लिये एक दूरगामी योजना बनाने के लिये समाज के विभिन्न वर्ग के लोगों एवं विषय विशेषज्ञों को सहयोगी बनाने का हमारा प्रयास है। इसके लिये आत्मनिर्भर उत्तराखण्ड बोधिसत्व विचार श्रृंखला के माध्यम से राज्य के सर्वागीण विकास की रूपरेखा के निर्धारण में विभिन्न क्षेत्रों के विषय विशेषज्ञों एवं प्रबुद्धजनों को सहयोगी बनाये जाने का हमारा प्रयास है। इसके लिये इस विचार श्रृंखला की शुरूआत की गई है।
मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड को 2025 तक सभी क्षेत्रों में अग्रणी राज्य बनाने के लिए हम सबको मिलकर प्रयास करने होंगे। विभिन्न क्षेत्रों से जुड़े महानुभावों के जो भी सुझाव प्राप्त होंगे, उनको ध्यान में रखते हुए आगे के लिए रोडमैप तैयार किया जायेगा।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेन्द्र मोदी के मार्गदर्शन एवं केन्द्र सरकार के सहयोग से राज्य में ऐसे बहुत से काम हुए हैं, जो पहले नामुमकिन लग रहे थे। पिछले साढ़े चार वर्षों में केन्द्र सरकार द्वारा करीब एक लाख करोड़ रूपये से अधिक की विभिन्न परियोजनाएं प्रदेश के लिये स्वीकृत हुई है। जिनमें से बहुत सी योजनाएं पूर्ण हो चुकी है और अन्य पर कार्य चल रहा है। हम पहाड़ में रेल का सपना देखते थे। मोदी जी ने इस सपने को साकार किया है। आज ऋषिकेश-कर्णप्रयाग रेल परियोजना तथा सामरिक दृष्टि एवं भौगोलिक दृष्टि से महत्वपूर्ण टनकपुर-बागेश्वर रेल परियोजना पर तेजी से काम हो रहा है। इसी प्रकार चार धाम ऑल वेदर रोड, भारत माला प्रोजेक्ट पर भी तीव्र गति से काम किया जा रहा है। चार धाम यात्रा उत्तराखण्ड के लिए लाइफ लाईन है और ये परियोजनाएं जहां चारधाम यात्रा को सुगम बनाएंगी, पर्यटन को बढ़ावा देगी वहीं हमारी अर्थव्यवस्था में क्रांतिकारी परिवर्तन भी लाएगी।
मुख्यमंत्री ने उत्तर प्रदेश व उत्तराखण्ड के मध्य परिसम्पितियों के निस्तारण में सहयोग के लिये उत्तरप्रदेश के मुख्यमंत्री श्री योगी आदित्यनाथ का आभार जताते हुए कहा कि पिछले 21 सालों से उत्तर प्रदेश के साथ परिसंपत्तियों के बंटवारे को लेकर बातचीत चल रही थी परंतु समाधान तक नहीं पहुंच पा रही थी। लेकिन दृढ़ इच्छा शक्ति के साथ मुख्यमंत्री स्तर की बैठक में एक-एक करके परिसंपत्तियों के बंटवारे को लेकर एक-एक बिंदु पर सहमति बन गई।
उन्होंने कहा कि इस सम्बन्ध में हाल ही में लखनऊ में हुई अहम बैठक में किच्छा में उत्तर प्रदेश सिंचाई विभाग की बस स्टैंड की भूमि को उत्तराखण्ड को 15 दिन के अन्दर हस्तांतरित किया जाने का निर्णय लिया गया। इसके अलावा वन विभाग के अवशेष 90 करोड़ के देयकों का भुगतान भी तत्काल उत्तर प्रदेश सरकार द्वारा उत्तराखण्ड को दिए जाने का निर्णय हुआ है। जनपद उधमसिंह नगर स्थित धौरा, बैगुल, नानक सागर जलाशय में पर्यटन एवं वाटर स्पोर्ट की अनुमति दी गई। ऊपरी गंग नहर में वाटर स्पोर्ट की अनुमति भी दी गई। हरिद्वार स्थित अलकनंदा पर्यटक आवास गृह का लोकार्पण दिसम्बर 2021 में किया जाएगा और तत्समय पूर्व पर्यटक आवास गृह उत्तराखंड को हस्तांतरित किया जाएगा। बैठक में निर्णय लिया गया कि सिंचाई विभाग की 5700 हेक्टेयर भूमि और 1700 आवासों में उत्तर प्रदेश सिंचाई विभाग के उपयोग हेतु आवश्यक भूमि एवं भवन के आकलन के लिये संयुक्त सर्वे कर शीघ्र चिन्हीकरण किया जायेगा। दोनों राज्यों के मध्य सहमति बनी कि न्यायालयों में लम्बित विभिन्न वादों को वापस लिया जायेगा और आपसी सहमति से मामलों को हल किया जायेगा। दो बैराज भारत नेपाल सीमा पर बनबसा बैराज तथा किच्छा का बैराज जो आपदा से नुकसान के कारण जीर्ण-शीर्ण अवस्था में हैं, इन बैराजों का निर्माण उत्तर प्रदेश सिंचाई विभाग द्वारा किया जायेगा। उत्तर प्रदेश परिवहन निगम द्वारा उत्तराखण्ड परिवहन निगम को 205 करोड़ का भुगतान करने पर सहमति बनी। उत्तर प्रदेश आवास विकास परिषद् की उत्तराखण्ड में अवस्थित परिसम्पतियों के निस्तारण से होने वाली आय एवं देनदारियों का दोनों राज्यों को 50-50 प्रतिशत के अनुपात में बंटवारा होगा। उन्होंने इसे राज्य के लिये बड़ी उपलब्धि बताया है।
मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि गैरसैंण हम सबकी भावनाओं का केन्द्र है। ग्रीष्मकालीन राजधानी गैरसैंण के विकास के लिये हर संभव प्रयास किये जायेंगे। युवाओं को स्वरोजगार व रोजगार से जोड़ने के लिये हमारे प्रयास जारी है। राज्य में 24 हजार पदों पर नियुक्ति का निर्णय लिया गया हैं जिनमें से 12 हजार पदों पर नियुक्ति प्रक्रिया प्रारंभ कर दी गई है। शिक्षकों कार्मिकों के साथ ही पंचायतों से जुड़े प्रतिनिधियों के हित में अनेक निर्णय लिये गये हैं। उन्होंने कहा कि देवस्थानम बोर्ड के सम्बन्ध में गठित उच्चस्तरीय समिति की रिपोर्ट का अध्ययन कर इस सम्बन्ध में उचित निर्णय लिया जायेगा। उन्होंने कहा कि हमारा प्रयास उत्तराखण्ड को दुनिया का सर्वेश्रेष्ठ स्थान बनाने का है।
